Born in Liverpool or the surrounding Liverpool City Region, Merseyside, or historic Lancashire.
Long-term Residence
Minimum five cumulative years of residence in the Liverpool area.

Secondary or tertiary education completed in Liverpool or its universities.

Career established or professional development rooted in Liverpool.
